The development cycle from initial feasibility and concept development is built around citizens and customers. It will help them take a more active role in their neighbourhood, receive their entitlements more easily and at the same time help tackle underlying problems and assist self-reliance rather than dependency.

The key, in developing sustainable projects with credible community benefit, is the ability to translate aspiration and shared vision into a series of programmes agreed and championed by all partners. It is only at this point that project development and management should begin. All too often, however, partners only share a primary objective.
